Javier Pérez Burgos, PhD

Senior Consultant

Javier is an economist and historian from the University of the Andes, with a Master's degree in Economics from the same university and a PhD in Urban and Regional Planning from Cornell University. His career combines the formulation and implementation of public policies, territorial analysis, sustainable productive transformation, and technological innovation for development. He has held senior management positions in the Colombian Ministry of Agriculture and the National Planning Department, as well as at the UNDP, where he led agendas for economic inclusion, rural employment, and productive recovery at the national and regional levels. He has consulted for the World Bank, the World Resources Institute, USAID, and Fedepalma, leading studies on just transition, sustainable agricultural value chains, financial inclusion, and economic and territorial impact analysis. At Nalanda Analytica, he contributes his expertise in public policy, the formulation of territorial development strategies, and the analysis of productive and governance dynamics relevant to water security and regulatory projects in Latin America.
