Implementation of Regulatory Impact Analysis in the National Superintendency of Sanitation Services of Peru.

Regulations and laws play a fundamental role in achieving public policy objectives, such as protecting human health and the environment, combating monopolies, and providing efficient water and sanitation services, among many others. High-quality regulations pursue these objectives while ensuring that the benefits they generate for society outweigh the costs.

"The purpose of this Political Economy Analysis (PEA) is to develop a deeper understanding of water governance in El Salvador by examining the key players in the sector, emerging trends, and impediments to consistent and equal access to water by users. The analysis is guided by several research questions that are divided into three themes: 1) water sector governance; 2) gender; and 3) drivers of change. The aim is to provide USAID with findings and recommendations that may guide future programming in the sector."

"In this case study, we will analyze the 'Simple State, Agile Colombia' program, which aimed to address the problem of poor regulation stemming from a failure to meet efficiency requirements. Essentially, this involves unnecessary procedures that generate high regulatory costs and very little or no benefit. ESCA's main result was cost reductions for citizens and businesses when carrying out procedures. To date, the estimated monetary savings are US$92.3 million. In terms of time, ESCA achieved an estimated savings of 2,264,937 hours per year and an average savings of 84,845 hours per year per intervention."

"The Decentralization Mission was created by Decree 1665 of 2021, based on the National Development Plan (2018-2022) and Law 1962 of 2019 (regions law), which gave it the objective of preparing the technical studies and inputs on decentralization that would allow evaluating the current model and presenting constitutional and legislative initiatives to adjust said model."

Julián D. López Murcia, PhD was one of the consultants hired to prepare the studies that support this report.

Its content prioritizes relevant information related to the sector's common challenges at the global and national levels, a brief description of its governance, and key ideas about what is expected of them in their board roles. At the end, there is an ABC guide to Sectoral Action."

Nalanda Analytica was contracted by ANDESCO to develop the content of this document.

"The COMPASS 1 Program—cooperation for improving the performance of water and sanitation service providers in Colombia—is an initiative developed in Colombia to improve the efficiency and management of public water and sanitation services in urban areas. It departs from the sector's common emphasis on prioritizing infrastructure development over institutional aspects. According to the Program's approach, reform processes for service providers should begin with a cultural shift and the correction of basic operational aspects. The next phase is the development of infrastructure investments and modern business practices."

"The Ministry of Health and Social Protection, in coordination with Colombia
Productiva, decided to prioritize the ex post evaluation of all the provisions of Resolution 2674 of 2013, which regulates the “sanitary requirements that must be met by natural or legal persons who carry out activities of manufacture, processing, preparation, packaging, storage, transport, distribution and marketing of food and food raw materials and the requirements for the notification, permit or sanitary registration of food, according to the public health risk, in order to protect the life and health of people.”

Our Director was hired by Colombia Productiva to develop this evaluation together with a team of professors from ICESI.
