Julián López Murcia, DPhil

Director and Co-founder

Julián is the Founding Director of Nalanda Analytica and an international expert in water regulation and governance. He is a lawyer, graduating with honors from Javeriana University, where he also earned a Master's degree in Economic Law. He completed his MSc in Regulation at the London School of Economics and his PhD (DPhil) in Political Studies at the University of Oxford. He served as Deputy Superintendent for Water Supply, Sewerage, and Sanitation at the Superintendency of Public Utilities (2016-2018), leading a team of over 150 professionals. He has been Dean of the Faculty of Social Sciences at Jorge Tadeo Lozano University and an Alternate Judge of the Administrative Court of Cundinamarca. His practice encompasses regulation and public law related to water supply, sewerage, sanitation, energy, and telecommunications services; the design of water security policies for national and subnational governments; and regulatory impact analysis. He has advised the World Bank, the Inter-American Development Bank (IDB), the Development Bank of Latin America (CAF), and the North American Research Center (NORC) at the University of Chicago. His publications, including the book *Recentralisation in Colombia* (Palgrave Macmillan, 2022) and * Intelligencia Refulatoria* (Legis, 2022), have been cited by the UN, the OECD, the World Bank, and the Constitutional Court of Colombia. He has taught at universities in various countries, including the CTLS at Georgetown University, and writes a bi-weekly column for the business daily Portafolio.
