Rafael is a Civil Engineer and holds a Master's degree in Water Resources and Hydroinformatics from the University of the Andes (institutional scholarship). He worked at Ecopetrol with SNC-Lavalin, at INCODER, and at the Superintendency of Public Services, where he worked on the strategy for using drones to inspect landfills and the differentiated surveillance scheme for rural service providers.
